How do I view my overall game progress?

You need a showcase for that. To get a showcase you need to reach level 10.

What progress are you talking about?
Of achievements or of the game itself?
Not all games show how you are progressing. (%)

There is no such thing as that is not tracked by Steam. Developers would have to implement that in their games anyway. Valve is not forcing any delevoper to implement any feature of Steamworks. It would not be practical to use as only a small percentage of games you have would utilize it.
