fallout 4 anne hargraves just disappearing

I was playing some fo4 and wanted to improve my settlement and I wanted anne hargraves to be one of my merchant's so I send her to sanctuary hills and then to spectacle island so she showed up but my clothing store already had a merchant so I had to unassign her when that was taken care of I wanted to assign anne but she just disappeared and i couldn't find her anywhere
