EDIT: Steam.exe has never been a false positive on my systems when I've used Bullguard so be sure its is false before following advice above. I'd recommend redownloading the Steam installer on your system. Scan it then install this version before attempting point 1.
If you can run Steam.exe then nothing else required. If you can't run Steam
1. Open the BullGuard and go to Settings > Advanced (upper right corner).
2. Go to Antivirus and turn it off.
Reinstall the Steam.

3. Go back to the main window and in the Antivirus box click on the small menu button " ... " and in the drop-down menu select Quarantine.
4. In the Quarantine window select the application file, then click on Restore.
5. Go to Settings again and access Antivirus > Tuning.
6. Select the option "Skip files/folders", then click on "files/folders".
7. Find and select the application file/folder so that it is no longer detected.
8. Turn the Antivirus back on .
SInce it has gaming mode and its more Secure and Accurate
OR
This Antivirus is right and Your steam Client got infected by some Steam Viruses (i hope not)
And you can try to scan it in a website called "Virustotal" to make sure, IF it was a real virus then
