Manifest Unavailable

I downloaded a few games recently, and whenever I try to install them, I get an error about the manifest being unavailable. I have tried changing download region, restarting my pc, and reinstalling steam but none have worked, and the game gets stuck as 'queued' in my downloads.

Do you have the appmaifest (acf) files in your Steam/common folder for that game?

For Sniper 4, it should be 312660.

I'm having this problem with downloading AoE2 and Total War: Shogun 2. I get the exact same error message. Contacted steam support and they don't know how to resolve it.

I'm having the same issue downloading Realm Royale. I went as far as formatting and reinstalling windows and still cannot get it to work. I've contacted steam support with no response.

I finally fixed it by using a vpn, maybe had to do with steam blocking my ip.
