Can games that don't support mods be modded anyway?

Is there anyway to mod games that don't already support modding? I'm new to modding unmoddable games. Is this conversation in violation of any steam policies?

Of course. You see it happen all the time, you just have to be aware that most games take that as "cheating". Which in the end will resault in a ban or penalty. Just be smart about stuff and you'll be fine :)

steam doesnt care about any games that they didnt make (even then they dont care)

Oh ok. The game I'm thinking about modding isn't a competitive one, so I don't think that the devs would be too upset by me modding it.

How would I go about figuring out how to mod one?
