How do I buy games and keep them in my steam inventory?

Buy multiple packs (E.G. a 4 pack). One of the copies will be added to your Library and the remaining copies will be added to your Inventory.

It is not long possible to purchase giftable copies and store them in your Inventory. People kept buying games on sale, and then selling them later on which is a violation of the SSA so Valve removed the option.

You can buy 4 of the same game even though you can't give them away as gifts? What else could you do with them?
Well, this is unfortunate. I want to buy some games to keep and some to gift. Now it seems I'll just have to make multiple orders. Thanks for the answer.

But why did they make the gifts tradable in the first place? So people could violate SSA with convenience?

Trading and selling isn't the same thing.

Ypuncan schedule gifts. So if your buddys birthday is in 3 months, then schedule the gift to arrive in 3 months.

Yeah, but I have to gift the entire order. That's why I'm saying I have to make multiple orders if I want some to keep and some to gift.
