Legally obtained Dishonored / cannot buy DLC to it
Steam tells me repeatedly I cannot buy Dishonored DLC (Void Walkers Arsenal) because I do not own the game. I DO OMG :D And I have legally obtained it not from some shady russian VPN reseller or whatnot, I bought the game some times ago from some bundle at Humble bundle or something, I don't remember. Also when I click on the DLC item right from the game page, Steam says: "The game is not available in your country."

Pardon me :D, but it is! I can look it up the normal way in store and order it and secondly I am from Czech republic, small country, sure, but not some backwater village on an island south of Madagascar (pardon me penguins :), we're part of EU ♥♥♥♥♥♥♥♥ :D Also there is no way to submit a ticket to Steam now and ofc there is no item in the support page that covers this. This is nonsense :(

Please does anyone know anything about such issue and could you please help me. It's not a big deal, yea, but it would be nice to buy the little DLC.

As for the site, several possible reasons. First, the site might not be renown at all. You dont know where you bought it, right? So you dont know if its reputable. Second, maybe the site had several licenses, one ROW and one region-speciric and you went for the cheaper, limited one. Third, maybe you bought a proper (ROW) license but theres a region-specific game available in your country. Without facts, theres no way to know for sure, just speculation.

Still, buying the game anew would indeed solve all your problems. Although i would delete the previous game license if i were doimg what youre doing, to avoid whatever may go wrong.

Well, "not available in your country" is pretty clear, isnt it? Tip: Assuming the source for the game is indeed legit, buy the DLC there.

There are in fact two dishonored versions, you've got non-ROW.

Could you elaborate a bit more, Zekiran? I bought Dishonored normally why should I suffer not being able to buy DLC, when it is available in my country.

I mean, how could I do different - there is no choice anywhere to buy ROW or non-ROW DLC's or something. Apart from that I don't know what it is anyway :0

On Steam, its not available in your country. Go to that other place you got the game from and buy the DLC there.

Dude, it is! If I go to the store I can buy there the game or DLC. And I am from EU, and a fairly nudity and violence and ganja tolerable country, I do not believe there would be any non permited game here anyway. Cannot buy the DLC "there" because I bought Dishonored long time ago and I don't know where.

If it is, then why have you said "Also when I click on the DLC item right from the game page, Steam says: "The game is not available in your country"?

Look, i think i have decrypted your puzzle. You bought a region-limited variant of the game that, of course, only accepts region-limited DLC. You could register the key due to an oversight on Bethesdas side, but youre not entitled to another oversight, namely region-restricted DLC on the Steam store. At least thats what i think based on your puzzling information.

What EXACTLY is the license name for that game? Check it!

Firstly, thank you for your patience. Secondly the message: Not available... appears when I click on store page from the selected game in my list of games. Sry if it's confusing, I dunno how to say it more simple.

BUT when I go to Store page in general, look up the keyword "Dishonored" there are several games and DLCs. I can buy the game (but why, since I already own it) and can order DLC which sadly cannot be purchased because "You do not own the base game." message.

I believe you are right, there is some strange mechanics hidden in other-region game or so. But that's strange too, because why would renown bundle sell a different-than-normal region game. License name I cannot seem to find nor in the game description neither in any .ini files or anywhere in Steam :( Only localization folder in steamaps\common in Dishonored suggest something; there are 10 countries all over Europe even the "west" countries like DE and ESN and also PO, CZ, RU

No matter. The money is really low now, three bucks is nothing. I will probably buy the game again (hopefully without a message "you already own the game" :D :D) and then try to buy the DLC.
