How do I give my friend from overseas a Steam gift without getting banned?
I am Turkish and I have a Portuguese friend. I promised him to get myself and him a game on the summer sale. I bought myself, it was all okay; but when I tried to buy for him, it said "You cannot gift this game because of regional price differences".

On the internet, I found out that I can change my region using proxy, but that method has a risk of getting you banned.

Please let me know if there is an official way of gifting overseas. Thanks.

Buy your friend a digital wallet card so they can get it too, or buy the game from another place and give them the key.

Aw, I wish I had done that :/ I ended up paying triple of the game's price on a Steam key

Yeah I asked my friend if I could do that next time and he said the same thing as you. I guess I will be wasting helluva lot money on keys...

Not only a stupid idea that can cost you your account/CC info, it's also against the SSA to share login info/accounts.

I stand corrected.
But it is a shame that it is apparently against SSA when I let my wife login and play the games we bought together.

That's why Family Sharing was created. To let her play on her own account with her own stats and (hopefully) her own saves.
