how do i add non steam games from another drive than what steam is installed on?

even if i go to the location the shortcut is on the game doesnt show up so am i just going to have to install steam on the drive with all my games?

The same way you would with them on the same drive?

[Games > Add a non-Steam game to my library > Browse...]

I have multiple non-Steam games on other disks than Steam and they work just fine.

thats exactly what i did but the shortcut just does not appear even though i know it is there when using file explorer

And I edited afterwards that you're trying to add an exe file, right?

Some lnk -shortcut won't show up. nor will .bat files and so on. (Although, they can be manually tweaked in afterwards.)

So it's a UWP app?

That won't have Steam overlay even if you tried to. The folder can be opened while you're in-game, but that's about it.
