Can't refund a gift because my friend have a VAC Ban

So, i gifted my friend CS:GO because he wanted it. When i did he realised that he has a VAC Ban and he won't be able to play it. Now we both requested a refund and i received this answer from Valve:
"Hello Ben5218
We have reviewed your refund request.
We're unable to refund your purchases if you've received a VAC ban for that product. Learn more about VAC bans."
What does that mean? I don't have a VAC Ban, he does.
Don't tell me that i just spent $15 on nothing!

i checked his account and saw that he recieved the ban a couple of days ago, i sent him the game earlier today.
Seems like he deleted the game from his account after he got the ban.

why didnt you ask you friend about the ban BEFORE you sent him the gift?

and not make your day worse, if you gift someone a game and they get a ban in it, you can no longer gift that game anymore. not sure your going to be happy with your friend....

You are also not allowed to gift the game again.

Does my VAC ban affect my ability to send games as gifts?

Yes. VAC banned accounts cannot send the game they've been VAC banned in as a gift to other Steam accounts in the future.

Similarly, if you gift a VAC-enabled game to an account and the giftee's account is VAC banned you will not be able to gift that game in the future.
