CD Keys, retail purchases, and gifts do not remove limited user restrictions.
How do I gain access to these features?
You will need to spend at least $5.00 USD within the Steam store. Click here to view your current limited user spend.

Some examples of purchases that grant access to these features are:

Adding the equivalent of $5 USD or more to your Steam Wallet
Purchasing game(s) that are equal to $5 USD or more from the Steam store
Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account

I don't quite understand what you are trying to say. Could you please explain? Adding $5.00 USD, redeeming a Steam wallet card or purchasing a game that is over $5.00 USD will remove the limited restrictions.

I believe that it will, so long as the purchase is over $5.00 USD. Honestly haven't heard of this method, so best to double check with Support.
I found a discussion with a topic similar to yours:

Still, why not pay with a card instead?

Make sure that all details are correct (same address as the one on the card) and CCV.

As long as you buy directly from the Steam Store it should not matter which payment method you use.
As long as its offered by Steam it counts.

Edit: Sorry, typed that wrong initially.

For those in India, adding at least 330 INR would be advisable. The Indian Rupee fluctuates pretty wildly and users have been known to go back to being limited if their currency drops again.
