I swear Valve/Steam go out of their way to make browsing and shopping the biggest pain in the ass that they possibly can. I bet they have a focus group that comes up with even new and better ways to annoy and disuade their user base from using their 'service'.
That's just stupid and very annoying. And this not only in a new game i enter, but also on those i already have in my library and needed age verification.

Probably the same laws that require adult sites to ask the "Are you 18? Y/N" any time their session cookie expires. It provides a nominal barrier that a child would have to lie to get through, making the site not liable for anything said child might see.
Remember, Steam has to follow laws across every country they do business in. So they are going to make decisions that will comply with the most stringent of laws, and not make exceptions for those who live in places with more laid back laws.
Actually it does. If a parent got upset what their child saw on Steam and tried to sue, the first thing a lawyer would do is see if the child had to lie to get past an age gate. If they had too, they aren't going to take the case. It's essentially the "Wet Floor" sign of the internet. As long as it's there, the odds of a lawsuit drop to next to nothing.
Also, you only have to do it once per session. As long as you don't log out or close Steam, you should only have to do it one time.
