Sounds like anti virus could be blocking a file.
Delete some files. That really is not enough space to have left for the drive to stay healthy and responsive.

You ask so many questions about specs but give no useful response, other than delete some "files" (What files specifically? Should we delete system 32? I heard that makes your pc much faster).

After having used other computers on an SSD where Steam loads within 5 seconds, I think the long load times really boils down to having your OS, especially Windows 10&11, installed on a mechanical hard disk. That causes things to load a lot slower.
