Steam stuck on "Creating Local Game Files" while installing a game

I am currently trying to install GTA V on my pc. I left my PC on overnight to install it, so when I came back on it was installed but when I pressed PLAY the same menu came up saying "Creating local game files" and the bar was full. I have reset steam and ran it as an administrator. I don't know what else to do so suggestions below would be very helpful!

Now it has started installing again but it is still "Creating local game files".

Have tried restating your computer?

Try to clear your download cache:

I have just restarted my PC, I also cleared my download cache and ran Steam as an Administrator. I am just waiting on the results.
