Need some clarification regarding CIS/RU Keys

So recently a game went into full release despite its developments far from it and ofc with full release would lead to an increase in price.

The game is not region locked (so I am told by the community) and I've been looking at other sites who sell steam keys like humble bundle and greenmangaming which all of them are still a higher price than the original.

If I were to buy CIS/RU steam key, can I activate it here in Canada and play normally as if it was global?

I've also been looking around some topics which are heavily outdated discussions on this and I heard there were bans for using VPN for something related to this that im completely confused about.

If I were to buy a steam key CIS/RU or europe will this go against SSA?

Need some information here before making a decision.

Just buy keys that are meant for your country. Don't use shady reseller sites not just because it might go bad for you but because they are profiting on stolen keys.

you can buy it but you cant play it the Russian keys are region locked, only
can be activated and played in those regions, also faking you residence place with a vpn for activate a region locked key will lead an account lock, they will wipe your account games included, in my opinion not worth saving few dollars risking your account but is personal decision.

Alright thanks for the responses guys. Looks like I'll wait for the next steam sale then. This saved me a lot since it was so tempting to buy those keys.
