Any way to download steam backups?

Is there a way to download backups of steam games i already own? Not pirated copies, but legit backup files without using Steam itself. I know you can only restore the backups within steam only and be able to play it if you have it purchased (which I do). Why? Because Steam download controls suck and backup files are actually smaller than actual downloads usually. I want a smaller file with a better control over the download speed (since I have a slow connection). Steam download speed and stop/start controls are not good enough for me. Speed limiter doesn't work as it supposed to.

To the best of my knowledge, SteamCMD is the only alternative method to download games.

Steam does not store the compressed backups so there is no way to download those.
