Hi Can I run Minecraft Story Mode I have below minium requirements:
Processor: Pentium(R) Dual-Core E6300 @ 2.80GHz 2.79 GHz 32-bit Operating System
Memory: 2GB RAM
Graphics: NVIDIA GeFroce 210
DirectX: Version 11
Storage: 1TB
Sound card: DirectX 11 Sound Device

So can I run It?

No. Your OS and the "videocard" do not meet the requirements.

Minimum:

OS: Windows 7 64Bit Service Pack 1 or higher
Processor: Intel Core 2 Duo 2.4GHz
Memory: 3 GB RAM
Graphics: Nvidia GTS 450+ with 1024MB+ VRAM (excluding GT) and Intel HD Graphics 4000+
DirectX: Version 11
Storage: 10 GB available space
Sound Card: Direct X 11 sound device

Well, your RAM is not meeting the minimum either.
Your CPU and the soundcard are pretty much the only thing meeting the requirements.

I'll upgrade my cpu and soundcard but what about the ram if i dont upgrade it can i still run the game?

Get a new PC. Don't upgrade that POS.

Maybe, but even if it doesn't crashes, you will experience severe performance issues.

Because you pretty much need to replace anything to make it not suck.
It's very old and even back then was more an office than a gaming PC.

CPU is old, slow and lacks cores.
RAM is severely lacking and is outdated DDR2
Videocard is beaten by integrated videochips these days.
And i don't even want to think what kind of chinese firecracker PSU is in that case.
