Edit: They're just rumors.

ESRB is mandatory for the UWP store, and clicking the content rating will open up the ESRB site without an exit disclaimer.
Here's another article I found analyzing this.
https://www.polygon.com/2018/1/30/16932860/xbox-microsoft-exclusive-games-acquisitions-ea-valve-pubg
Gabe Newell does not like Microsoft. At all. That was the reason he created Valve and Steam after leaving Microsoft.
There is also no way of a hostile takeover in this case because Steam is not traded at the stock exchange. There are no shares to buy.
If Gabe Newell does not want to sell, then that is it. And why should he sell? He already IS filthy rich because of Steam. What has Microsoft to offer? More money?
The rumors about Microsoft targeting Electronic Arts seem much more probable.
Interestingly, I heard about this rumour much earlier than Polygon, in one of Paradox' podcast

Starting at 34:50 (it's also an interesting analysis)
Much more probable but much more costly.
What COULD potentially happen is that EA sheds off some of it studios, but I think it's too late by now.
I think what's more probable is Microsoft gobbling up smaller studios again, or they'll go for medium size publishers.
