Also make sure you are Online, and not Offline. While Offline, it is impossible to access the Steam friends list

If nothing works then try to ask for help here: https://help.steampowered.com/en/wizard/HelpWithCommunityContactSupport include that image.
If it's just that game then contact support for that game.
Funny enough i've contacted steam support before and they said they are unable to help, ask the community.
Paste in the chat of who you want to invite.
Its strange that steam still didnt fix private profiles invites
unfortunately no, but the only round-about way is to open the friends list, and manually invite the person by right clicking invite to game.
The guy above said copy link address but that didn't work.
I also got a response from steam-support today to change my privacy settings, but i've already done that, i'll keep you updated.
Private profiles can only do the way i described since steam changed it months ago. Until they gonna fix it.
