Check and make sure all of your drivers are updated. This looks like more of a windows problem then a Steam applet one.
Having the same issue myself. That thread applies to Windows 8 and below.
I've found a fix that worked for my PC,All I had to do was turn my Legacy Windows 10 to UEFI

This is how to do it:-
Open CMD as admin
Run the following commands:-
mbr2gpt /validate /disk:[enter your disk number here] /allowFullOS
(If it your disk is capable of converting it'll be successful)
Then run this:-
mbr2gpt /convert /disk:[enter your disk number here] /allowFullOS

If you have more than 1 disks, you'll have to run this again with numbers from the other disk
After this conversation goto Your BIOS and Set it to not Launch CSM then save these and restart your PC

Note:-This only works on Windows 10

I rather not recommend this one to anyone, especially if you're new to things like this, trust me it didn't go well on my side. Just try reinstalling your steam and it'll be fixed.

there's also the safest way of fixing that with this:

Press Win + X at the same time, and then press Command Prompt (Admin),

then type this in:
sfc /scannow

then wait for the scan to be completed. after the scan, reboot your PC and try running your steam

And it only works if there are no partitions on the disk and no data. Otherwise it causes the data to be unaccessable so you end up with space used that you can't do anything with if you don't move or backup and delete everything, including partitions.

It also probably doesn't help with this error. Please don't follow that advice. If you follow those instructions as they're written you'll lose all your data and have to re-install Windows formatting (deleting) everything, starting over with Windows default settings and any data on the primary hard drive will be gone.
I solved it by shutting down the Antivirus, I my case i have Trend Micro.
You should have an anti-virus. If you prefer sticking with Trend Micro do this if you haven't:
https://helpcenter.trendmicro.com/en-us/article/tmka-14498 with this game's installation folder and app data folders. Doing this *should* allow you to keep Trend Micro running and stop the error. Following the instructions on the link above will tell Trend Micro not to scan or interrupt the files and folders you set exceptions for.

If you can't get it done, the error happens no matter what you do, it might be a good idea to accept the suggestion of choosing a different anti-virus. I've been using AVG's Free version (even though I'm contracted to sell and make money from the full version from a few pc tech jobs I had and can get the full version for free) since the late 90s. It just works. The few times here and there I have had an issue with AVG stopping something I wanted to run it wasn't too much of a problem figuring out how to get AVG to leave that process alone.

I tried doing this and when I tried adding the game to the exception list, my computer gave the popup of "Catastrophic failure". What can I do?
You're only options left is to choose and use another anti-virus program or give up on playing games.

Damn bro
When we can't get around an obstacle the solution is to remove the obstacle.

I made a breakthrough. This only happens with my games that have easy anticheat. Is there anything I can do about that?
We can't do anything about anti-cheat services included in a game and still play the game. The anti-virus you're using is your obstacle.
