Setting bandwidth limit causing extremely low speeds + speed fluctuation and abnormally slow client
Setting my bandwidth limit to 10MB/s will send my download speed careening towards 50-80KB/s until I remove the limit. My internet speed is well above 25MB/s down but I only want 10 of it on steam downloads at any time.

My download speed when not capped is only 2MB/s when a few days ago it easily hit 10MB/s
Nothing has changed on my system. However, I remember updating my steam a few days ago and having issues the next day as I didn't use it the day it updated.

While something is downloading steam also maxes out my CPU now (this didn't used to happen a few days ago) causing quite a bit of system lag.

This is kind of unacceptable >_>
