Recover your Uplay account on their site.
https://support.ubi.com/en-US/faqs/000032292/I-Am-Unable-to-Access-My-Ubisoft-Account/
Contact Ubisoft, which I hope you didn't use a fake email generator to which you forgotten about, because you be shooting yourself in the foot on that one. So try to remember your email for your Uplay account, which Ubisoft will want, and then they're going to ask you confirm by sending them your CD key, as well any other info to prove that it is your account.
You could try refund, and go into your support page, and see if you can retrieve the game you deleted, but again I think it's best just to get support on this, instead of doing anything else.
That's a problem because email is the most important thing to the account for Uplay. I say make new account to start up a ticket with Ubisoft, and hope they're willing to help you out.
New account = New key.
I'm not 100% sure how this is handle for your game save, you can try asking that with Ubisoft.
