If you would like to test official Valve games then you can opt-in to beta programs for specific games through your library in the properties tab of individual games.
Games like Dota 2 have their own specific test app, 'Dota 2 Test' which can be found in your library after installing Dota 2.
Some developers offer pre-view codes for their games, but that is not managed or done by Valve.
If i say there was, there was.
Anyway, that was in 2012, six years ago.
And not for Steamgames in general.
As i said, there never was such a thing as being a Steam Playtester for Steam games.
