Send your friend a digital gift card.

Or just send real cash for your friend to buy shark cards.

Erm, no? He said "real cash", I said "digital gift card". Do you really not see the difference? You know, the one is giving someone money physically, the other is send money via Steam. Do you REALLY NOT SEE THE DIFFERENCE?

So you finally saw the difference. All you need to know is on that info page and http://store.steampowered.com/digitalgiftcards/selectgiftcard If a restriction isn't there, it's because it doesn't exist.

Newsflash: Not all countries are equal. Some countries have stronger economies than other. I work for a company that also sells internationally and I assure you that we charge different based on where the goods are going. Everybody who's not a ♥♥♥♥♥♥♥ idiot does that.

Ya,I know that , I mean if I sent him digital cash he have to use doubled price for the cards from the digital cash but if I directly sent him a shark card the price will be cheaper 50%,I have converted both currencies of our country into USD.

Why do you think that Valve are stupider, than you are? Pro tip: If you found an ingenious way to game the system, rest assured that Valve have in fact thought of that and have devised ways to prevent that. Region-based market segmentation has been on Steam almost since the beginning.

Well, the point here is that I want to buy a shark card for my best friend with the price they selling in my country as it is 50% cheaper than the price in his country.

Then buy a physical card and send it to him. That's the only way. Assuming there are physical Shark Cards, but with all the money 2k is getting from sheeple buying them by the dozen, I am sure there are.
