Can players from steam and uplay play together?

So, I have Division on uplay and my friend on steam. Is there a possibility my friend and me can play Division together?

As all PC copies of The Division require UPlay, including the Steam version, yes. You can.

i've seen some discussions on this topic but didn't really realize how to do that, so i have to run a game through steam and than what?

Sure! For example I got RB6 not for STEAM but for UPlay ... and I play with STEAM friends.

All Division players use Ubisoft's central servers. That's all you need to know.
