[Solverated] Gifted a €10 game to a friend, but his account is still unable to add friends.

I got a friend who just made his steam account a €10 game so that he would be able to add friends to his account, but after adding the game he still couldn't access the friends feature.
Why?
Does the person owning the account have to be the one spending money?

The account itself must spend the money. Gifts do not count.
