2. suggest a website that makes you NOT lose the quality of image (from video to gif)
3. is it possible to create your own profile background image?

2. Beside there is a file size limit of 8 mb per file (if I remember correctly) on Steam, so you have to lower the quality of the gif file anyway to upload it.
