HOW CAN I SELL MY BACKGROUND PICTURES
hi, is there anyway i can sell my background to store ? and how :) thank you

To the steam store? No.

You can sell background pics, emoticons, and trading cards on the community market.

By "own backgrounds" he probably means his own created backgrounds, which is not possible to be sold on Steam nor on the Steam Market.
