Anyhow, i fail to see what this has to do with Steam.
now pls, dont tell me to buy a new HIGH PERFORMANCE 999999999999Gbps SSD BOOSTED WITH RAID AND INTEL OPTANE, i dont have the money to buy those, those would be like, around 40K pounds total w/tax
As above said check what's taking up so much disk usage in task manager
My Steam install just did this as well. It appeared to be something during the startup of Steam Client Bootstrapper. Cloud Sync complained when I tried to end Steam, but it could have been trying to sync while the SSD was locked by another Steam process.
It only seemed to hit my boot drive, 1 TB SSD, and usage remained over 230MB/s on just that app alone over 10 minutes. 2 TB HHD and 4 TB HDD never seemed to get the same treatment, although most of my 500 installed Steam games are on those. HD Sentinel reports no errors on any drives (100% performance 100% health).
After that extended usage though, all is back to normal for me. How long has yours been going?

Update: We tried storing it back on c: and it's still running the disk at 100%. It took 3 hours and 10 minures to get the last Bloons TD6 update. :-(
Card ssd? What is that?
IDE based ssd? Shouldnt that be sata3?
And yes I know this is a grandpa problem and there's probably an easy fix. Ha ha old man can't PC, yes yes.
Right now I only have a few strategy games and other minor titles installed, nothing triple A. Certainly not 500G. I've installed and deleted Call of Duty before too so it might not even be a Steam thing since CoD isn't on this website for some reason.
