Some downloads slowing down to almost zero at a certain point
I have weird problem. It started yesterday when I tried to download Tomb Raider. Everything was normal, but when the download reached 88% the speed suddenly collapsed to a few kb/s. I thought it was just a weird oddity that would fix itself eventually, so I downloaded the next game - Deus Ex: Mankind Divided. That game downloaded to 80% and then the exact same thing happened. Download speed went down from 3mb/s to a few kb/s, sometimes even bytes/s.

In between I downloaded some other games and these downloaded fine at full speed to 100%. Then, after a while, Deus Ex suddenly started loading at full speed again and got to 93%, where the speed decreased again. And that's where I am now.

I did all the obvious things - I checked my internet connection - it's fine and I can download at full speed outside of Steam and even inside of Steam except for those two games. I tried all kind of Steam servers in my country and all over the world, but that made no difference either. I also cleared my download cache.

Then I figured it may have something to do with my ssd, which is new. So I deleted the part of Tomb Raider I had already downloaded and created a new Steam library on my hdd.

And now this is where it becomes weird. The game downloaded at full speed...until it reached 88%, where the speed dropped to almost zero. The same 88% it had when I tried to download it to my ssd. So it's not my ssd or hdd.

Did anyone ever had something like this happen? I'm always trying to find the fault on my side, but here I honestly can't see how this can be. Why would my computer or connection pass out exactly at 88%? Does anyone have an explanation?

I hope it's just an error on Steam's side and it will fix itself eventually, but it's very odd and also annoying.

That's not it unfortunately, disk usage is zero. It keeps downloading with a speed of a few kb/s maximum and the disc has nothing to do. It's been like that for many hours now without a change. Other games or downloads outside of Steam work fine.

Same issue here, but not with new games, with updates for my existing games. I've contacted Steam about this, and was told it could be a problem with my anti-virus software, which it isn't since I've never had this issue before and haven't changed my anti-virus software in any way. I even tried disabling it temporarily and still get slow download speeds. I hope they realize this is a problem on their end and fix it soon. I don't want to have to wait two days just to download a simple game update!

I received a response from Steam which helped my issue. I had to select a different download region. To do so, go to Steam>Settings>Downloads (at the top of the client window) and select a different region. I had to try several before I found one with decent download speeds.

Try all download servers until you find one with speeds you are happy with.

There are over 130 to try.

Any server near me was slow as dirt. Nearest does not always equal faster.

Today, Rio was better for me. Yesterday, Sweden was better. Btw... I'm on the East Coast.

That's insane. I already tried different download servers like I wrote in the op. I tried a few in Germany (where I live), then I tried one in Paris and then I even tried one in New York. None of them worked.

I already wanted to write that this doesn't work, but I figured why not try one last time with a very exotic server. So I chose East Africa and...voila, it works. Deus Ex now downloads with max speed. Super weird, but thanks for all the replies.
