They drop as your craft those badges.

I am already happy with my lvl so its better if i just buy the discount gsmes :p

Bought many things during summer sale Steam controller + link, hm and hm2 and many rocketleague dlc's payday 2 ( all dlc's... )

The game prices are significantly reduced; yes.

It is also at the discretion of the games' devs / publishers to participate in the sales.

Why I've mentioned that is because not many know of the event card drops.
