Steam counts some files as "wrong" due to mismatched timestamps and wants to redownload them, there is nothing to fix as the only fix would be to permanently stop the clock, lol

but I read what you said before so it is probably that.
have you tried updating/reinstalling your drivers? is your GPU installed/plugged in correctly?
all verifying the intregrity does is check if all your files are there, and if anything is gone it re-installs it
also have you actually tried reinstalling csgo instead of just verifying the integrity?
if your GPU even uses either 6 or 8 pin power connector, make sure thats in right also, not all GPUs use power connectors though, so dont worry if your GPU doesnt have one
also update your drivers and see if that works
if the power isnt plugged in correctly, same thing, it would simply just not work to its fullest
its not getting enough of that juice to run it
same thing with pins/sockets,if any pins are bent, that doesnt mean your motherboard is bricked depending on which pin you bent, it could be a grounding pin or some other non-used pin
just becuase its not installed correctly doesnt mean it wont run, it wont run to its fullest

this guy says he doesnt have much PC experience, some newbies make this mistake, and even some ♥♥♥♥♥♥ pre-built manufacturers
you can break off pins off the GPU, its not as hard as LGA and PGA pins, but still a simple drop can damage the pins, but mainly the PCP
another way of damaging the pins is putting the GPU in at an angle, which is how my 2 of friends GPU broke off, getting lodged into the PCIe slot
its probably going to be some sort of driver issue since he tried reinstalling windows, verifying cache, re-installing csgo all that stuff, comes down to installation error or outdated drivers
