Why does the game cost money for the people who download it after the first 100 hours?
The first 100 hours after the release will be free for all and that means free forever, if you get the game before the first 100 hours end you will NOT have to pay to keep it. The 4.99$ price after the first 100 hours goes to preserving the game such as server costs etc.
but idk if i remove it from my pc (not library) if i can still download it again without paying
As I can see, that's a PERMANENT copy with compliments of the developer.
Add it to your library within 100 hours and it's permanently going to stay there.
If you attempt to do so after the 100 hours - you have to purchase it.
Also note that: removing a game from your PC doesn't remove it from your account.
