It can lead to termination. Community bans are usually handed out to them. Possible account locks as well. But only the account owner would know about that.

^^ big word in this one is inhibit which can mean "make (someone) self-conscious and unable to act in a relaxed and natural way."
and the SSA says
In the event that your Account or a particular Subscription is terminated or cancelled by Valve for a violation of this Agreement or improper or illegal activity, no refund, including of any Subscription fees or of any unused funds in your Steam Wallet, will be granted.
The online conduct is an extension of the SSA. So yeah. :D Your whole account can be terminated.
