Purchased game on wrong account, never played. Need to transfer game to other account.
Hi, I share a computer with my son and he was logged into his account and I didn't realize it and I purchased The Elder Scrolls Online: Tamriel Unlimited accidentally under while he was logged in to his account (this one). It has not been played yet and the only option I can find to fix the situation is to request a reqfund. Unfortunately this will remove it from the computer and I will need to download it all over again, but it is really big and took a very long time to download, plus, it may cause me to go overver my storage limit from Comcast and have to pay overage charges. :(. Is there any way I can get the license transferred to my account?

Thanks for your time.

Note that refunding the game doesn't remove the game data locally

License WILL NOT be transferred

You must refund the game before the timeperiod expires

Games cannot be transferred between accounts.
Your best bet is to either get a refund and purchase the game again or set up family sharing between the accounts.

Go here to request the refund:
https://help.steampowered.com/en/

Keep in mind that if the game was bought with wallet funds, the funds will be refunded to that account. Howecer if it was bought using another payment method, then you can refund the money to that. Essentially neither wallet funds or game licences can be transferred. As Satoru mentioned, if a game is refunded it won't be uninstalled but you simply won't be able to play it.

On the request refund page it says this:
This refund will remove the following products from your Steam Library:

If I do this, does it mean I won't have to download it again, if I purchase it from my account? Thanks for your help.

It'll be removed from your Steam Library but will not be uninstalled, so the game will still stay on the computer.

Thanks, I submitted the refund request. Do I need to wait before repurchasing from my own account?

Did you purchase the game using wallet funds or another payment method (PayPal, credit card)?

Credit card, I don't need to wait for the refund from a money standpoint. I just want to be able to play the game from my own account, but not pay it for it twice. I am worried if I purchase it again before they respond to my request, that it might mess it up?

You should be fine, especially if it's a different account. Once the game is refunded on the other account, it will remain in the library, but the "Play" button will be replaced by a "Purchase" button.

You should be able to purchase the game on your own account using the card while waiting for the refund on the other account. Keep in mind:
When a refund request is approved within 24 hours of the purchase, the original transaction is cancelled and the charge drops off your bank statement. In this case, you will not see a credit on your account. This process can take up to 10 days – wait time for international payment methods may vary. https://support.steampowered.com/kb_article.php?ref=4873-QOSK-5126
Also, to avoid this issue in the future perhaps you should consider creating separate Windows user accounts.

Thanks everyone, I was able to get the refund and now I purchased from my own account and didn't have to reinstall it. :)
