First version will say something like " we noticed you are refunding a lot of titles in a short time.
Please make sure that you inform yourself over the games you buy, the Steam refund policy is not meant to demo games"
If you then keep on refunding you will get a harsher warning " we noticed that you are still refunding a lot of titles. Please be aware that we reserve the rights to suspend your refund rights if we thing you are abusing the refund policy"
If you then STILL dont stop and keep refunding they will just start to decline your requests, even if they fall inside the limits. As far as we know this suspension is permanent.
If you get a warning and wait a few months before refunding again it will disappear.
