DirectX 9 has some libraries that older game may need that are not in newer ones.

I have it installed already...
also i launch scrap mechanic and it says
"unable to intialize directX make sure your drivers are up to date".
wierd thing is if i disable my graphics card in display adapters the game works (not smooth at all though)
Other games work fine with the same card ? Because that sounds more like a error with the GPU. If you turn it off the system switches to the CPU inbuild graphic solution. Which of course has way less performance and thus the laggy gameplay.
yes it works with far cry 5 but i cant run scrap mechanic, or rocket league
I have not how would one go about doing that?
There are two ways you could do this:
First disable your card, launch the game Settings>Video and switch it from directx to opengl, close the game enable your card and lauch the game and see if that helps,
Second options is to go into the game's ini file, find the file responsable for storing graphic settings and modify it (i don't have the game so I can't help you here, but it should be fairly easy to do).
