Hi. Can I buy games on my phone and then download later from my PC? Or does it have to be directly on PC? Ty

As long as you buy the games on the same account and you have downloaded the steam client, you can buy and download games from your phone or other computers. So yes.

You can buy Steam games on any browser of your choice. May be a phone, may be a (malware-frree) friend's PC.
