Having Issues Creating An Account

Last night I tried creating a new steam account, so I can connect server tokens and host some game servers from home.

I've tried creating two accounts, one with a personal email, and another with a new email I created. Both are gmail accounts.

When I first tried creating both accounts, I was sent multiple "verify email" emails, and the create account page went to the "waiting for email verification" page. In my email, I see 3 email from steam all labeled "verify email" each from 0 minutes ago. The first one has the link, and the other 2 are blank emails. I followed the link and waited for the account creation page to load... and nothing. I've waited almost 20 minutes and still waiting for verification. I've tried different browsers, computers, from the Steam client directly. Every time I try to create the account I get the error: "Couldn't create your account, try again later."

I was never able set a username, password or anything, so searching for my email/username in the "forgot password" section of Steam support does nothing. It can't find my email.

Does anyone have any idea what to do? Anyone else been in this situation? I have been looking for an hour for a way to actually contact Steam and i've found nothing. I either get redirected to reset my password or to sign in to my account, which I cant.
