What's more interesting, when you go to the "packages" tab it says there are 3 packages that include this app and they are some kinds of CD keys for apps that haven't been published yet. Also if you are super sexy smart hackerman you can display the spring cleaning event as your favourite game just like I did but when you click it returns with error "-310", when you try to open it in browser it returns with error "ERR_TOO_MANY_REDIRECTS" at this point I'm done and didnt found anything else. What do you guys think about it?

If you go to your inventory and select show advanced filters - you will find spring cleaning event listed under games. When you select it it shows the 6 items that everyone who did the badge got.

Possibly this is related? Maybe they implemented this similar to a game?

Every sale and event on steam is on SteamDB
You can search for example "The Steam Awards" It will have its own ID and it will say app type is Config
Spring Cleaning Event is also Config app type
Games have 'games' app type DLC have 'DLC' app type and steam events and sales have 'config' app types
So it is not a game
