I think it is an ingenious bit of social engineering designed to elicit speculation and cause people to become preoccupied as to its true identity with the ultimate goal of drawing attention toward some type of advertisement campaign. But then again I might be completely mistaken... :2017eyeball:

well you still can enabla "sell" button but when u click it, it will say "this item isnt marketable"

It's probably just Valve engineers testing everything is working. It or its contents may be marketable in future.
