I stand corrected. Thanks for this information and indeed; There is an issue between Liberty Global and Steam impacting quite some Euro-users and it doesn't look like anyone will be able to fix anything. May I advise everyone to open a support case @Steam + @ISP, please?
Some clever guys seem to have figured out that Ziggo resolves to this IP most of the time : 184.50.163.235 or at least something starting with 184.50 IP
That server doesnt have a valid SSL certificate and isnt mentioned on the SSL certificate.
Now thats an Akamai server that steam uses, but furthermore, there seems to not even be a website hosted on that adress.
So everytime ziggo happens to resolve to that adress (and it can rotate a little so sometimes you get a working adress) you get that error.
This is NOT something Ziggo can fix.
This is 100% on steams / Akamai's side of things.
I've explained most of this in my open ticket to steam, but as you can guess, they keep referring to Ziggo / ISP.. totally clueless those guys. =/
Anyway, i do like to mention that at the moment, the store seems remarkably stable all of a sudden.
Maybe i happen to be on the "right" server IP for now or someone actually read my ticket or perhaps Akamai woke up, i dont know for sure.

This only really works if you're in the Netherlands, not really suitable for outside the netherlands.
Make sure you close off steam before you edit that file and/or do a ipconfig /flushdns and/or a restart to make sure.
The steam store should from then on out, go to that IP only.
Personally i did not do a flush, i only closed steam, edited the file and restarted steam, which seems to work but i can always do a flush anyway.

You can also download a hostfile editor, shouldnt be too complicated to figure out.

Its free and poses no type of danger security wise.
Once you got that running check a box you should see right away, fill in the IP 23.206.81.90 and in the host name : store.steampowered.com
Click save.
Likely it will create a clean new hosts file in the drivers/etc folder Yoshirules mentioned, if you never done anything like this before.
You'll see a hosts.bak aswell, dont delete that one, its just a sample hosts file that can later be used.
Should you ever want to : just delete the newly made hosts file and rename the .bak file to hosts again.
If you want to do it manually without the editor :
Open notepad (as Administrator!! or else you cant save changes)
Open new file - browse to C:\Windows\System32\drivers\etc
In the lower right corner, check that you set it to show all files.
Open the hosts file, which contains an explanation on how to add new lines and such.
Very simply add a line : 23.206.81.90 store.steampowered.com
Save and close.. or close and save you know what i mean.
And that should be it, you could do a ipconfig /flushdns using CMD as administrator.
Personally i just closed steam off before i did any of this and restarted steam once i was finished.
I didnt do a flushdns, it seems to work now properly.

I dont know if it matters that it changes it to a text file.
Possibly it doesnt matter.
You could try to make a copy to be sure you know like a backup for easy replacement if it doesnt work.

Yeah I deleted the earlier message because I didn't know if it was sensitive info. So just to be sure.
Apparently, every time you open any "store" page, there a chance you get the wrong ip-address, resulting in error -107. And the problem can be gone a few minutes later.
i wanted to buy a game and got the same error.
netherlands aswell.
although sometimes it workes but i dont dare to buy anything.

Well tickets are open at ziggo and Akamai and steam.
I've relayed Akamai's request for steam to open a case with them, as Akamai acknowledges that the IP ziggo resolves to, doesnt exist anymore.
Ziggo could look at their cache and see if that IP is still in the system, they could remove it so it doesnt get resolved anymore, or somesuch.
But its really steam's server so yeh.. it would be handy if they made some changes.
