What counts as a purchase?
I haven't used steam in a year or two and I want to sell all my old items for games I don't play so I can buy a game. When I try to sell them it says I can't use the market because I do not have a recent purchase. Does that mean I can spend 1c on something or find a random game for $1 and this will be solved, or is there a minimum amount I need to spend?

The purchase of wallet funds, games, DLCs and software meet this requirement. Activating a Steam Wallet Code or Gift Card on your account to add funds to your Steam Wallet also meet this requirement. Retail CD key activation and gift purchases do not satisfy this requirement.

I don't believe the price has any effect on the possibility of it being counted.

As long as the user isn't a limited account holder; the purchase can be of any monetary amount as long as it is made through the store, in-game or by adding funds.

Yes, there's no way to circumvent market or trade restrictions.

It was stated in the article.

Steam Support cannot modify trading or Community Market restrictions, regardless of the circumstances under which your account became restricted.
