As it is not possible to track whether you played the base game or its DLC content, the base game runtime is tracked.
You are no longer eligible for a refund.
There is no email or phone you can use anyway. The ticket system is the only way.
Additionally, all tickets are answered by a human person. You getting a denial does not make it an automated reply.

That game is not very popular.
And that includes all players, those with and without DLC, which segregates the playerbase into even less players available.
So, if only 50% of the players, and that is a very generous guess, has the DLC, then it's about 3.5k players worldwide available to you. And less within your region. So, not much to choose from, which would explain your issues in the queue.
There are simple not enough people who owns the DLC. Should have done some research before buying something especially season pass for CoD on the PC.
It's not difficult to get the player counts for the game and then make a decision on whether the population is realistically sustainable for the DLC. Matches and players don't grow on trees and if people don't have the content; you obviously wont get a match going. That's also not taking into consideration SBMM and off-peak counts which further hamper matchmaking.
People aren't requesting refunds and even if they were; they'd be rejected because of the policy. Take it on the chin.
