Insufficient Privileges?
So I was just browsing the steam store as you do, and I wanted to upvote a review, but it said I had insufficient privileges. I don't know why this happens since I have bought Danganronpa V1 (which was $19.99) and many more games that are priced more than $5, although I can initiate a chat conversation and the such.

contact steam itself. i doubt a moderator will see this in the random section of comments.

It's possible that you're no longer signed in. Go to File > Restart Steam or simply exit out and re-launch steam and try again. Of course this is assuming you're trying to do this through the steam client and not in a web browser.
