Account privacy

I have a friend who is looking to join a group on a game, He is playing Euro Truck Simulator 2, for this we log all our jobs on an app called trucksbook, he is trying to sign up to it but when he does it says his steam account isn’t public, I have looked at this and everything is set to public, is there anything we can do to rectify this?

It must be public, not friends only.

Just a hunch, but:
Profile -> edit profile -> my privacy settings -> game details -> public

I have looked at this and it is all set to public

I have just found out that the profile he is on now is game sharing the game off his old profile, could this be the problem?

He owns ETS2 on that account.

He owns ets on his old account, the account with the link above he said is sharing it off the other account

Then maybe they should use the other account if they want to use this 3rd party service.
...Assuming Family Sharing is indeed the cause of this problem.

It is listed in his https://steamcommunity.com/id/RR1500/games/?tab=all section as 1 of the 2 paid games on that account.
