Steam is telling me sign in ... When I am already signed in ......
It took me many, many tries to post this, because of the very issues I am having.
I did search, and saw people with this problem from years ago, but I was never able to find a solution.

Just like it says in the title, Steam tells me to sign in, when I am already signed in. I see my user name and wallet amount in the top right corner, and I can play all my games.

I can not; however respond to forum posts, give a thumbs up or down on a review, or add a new game to my cart. Every time I attempt one of these activities, I am told I must sign in, when I am obviously already signed in. Clicking the green 'sign in' button returns a generic error message about 'something went wrong - please try again later'.

I was able to make this post by exiting and restarting steam, having this already typed up I pasted real fast before it tells me I am not signed in. Because I am.

Any insight to this problem would be amazing! Thank you!!

Backup your game files and reinstall steam?
Click on steam > setting > and under the account tab there is a section for beta participation just opt out or in that should fix it. it will restart your Steam. it just re-set steam browser. I'm pretty sure it was the update that mess it up. this should reset it back to the way it was.

I tried this. I was not opting into any betas, but I tried changing it anyway. Same results -- after a few minutes, part of Steam thinks I am not signed in. I guess if I act really fast and exit and restart steam I will be able to add items to my cart or view my discovery feed, or any of the other things that Steam is not letting me do.

Well, I have over 5TB (that's terrabytes, not gigabytes) of games installed across 4 seperate SSD's, so I would like to avoid a drastic 'solution' like this without a gaurantee of that being the problem.
Did you try clearing your client's web browser cache?

This happens alot with me when accessing profile, market, inventory etc, it auto fixes after 10/20 seconds with the page opened.
I and many others are having the same issue for a few days now, Going by forum posts i've seen.

I would suggest trying to reinstall your Steam client.

I had the same problem - I just downloaded the installer from the Steam website and ran it (I didn't uninstall Steam before running the installer). You can uninstall Steam first if you want to, but I'm not sure how this would affect your games library.

The installation process takes a few minutes, but once it was done I've been able to use the Steam client without any issues. If you install to the same directory your Steam installation is currently in, your game files will be where you left them.
If you reinstall the way this guide tells you to then you don't have to re download any games: https://support.steampowered.com/kb_article.php?ref=3352-RYON-4107
Just download the installer and install it again on top of your existing install.

It takes a minute or two for the client to reconnect in certain cases.

The 'verifying login information' error has been an ancient issue.

Figured out a fix that worked for me; do NOT reinstall, but RESTART, not as in clicking the little 'X' and reopening the client, but in opening Task Manager and ending task "Steam Client Bootstraper". THEN reopen steam.
Same issue here. Also tried reformatting (need to do that anyways), which didn't help. Most of the time, restarting steam works for me. But a few times I just had to wait a few hours, and then it magically works.
