Report a translation problem
Exit Steam.
Click Start > Run (Windows Key + R)
Type the following command:
C:\Program Files (x86)\Steam\bin\Steamservice.exe /Install
(If you have installed Steam to another path, please replace C:\Program Files (x86)\Steam with the correct path.)
This command requires administrator privileges and may take a few minutes.
Launch Steam and test the issue again.

They might inferfere.
If this started happening out-of-the-blue, it could indicate a number of things.
Corrupted Windows user profile; incorrect startup type for some of the services that handle permission elevation; or for services that handle inter-process communication across security boundaries like different levels of access (admin, regular user). (It's a bit of a crapshoot and depends on what Valve actually used to set-up the communication between the service and the normal client application.)
Anything else you changed on the system recently would probably be a good starting point for an investigation.
Could be something in windows conflicting maybe.
Give windows a going over, close everything

You could try move the Steam install to another drive if possible. Search Steam Support on how to.
Click the Start button, then 'All Programs', and 'Accessories'
Right-click on Command Prompt and click "Run as administrator..."
In the command prompt, type the following command, including quotation marks, and press Enter:
"C:\Program Files (x86)\Steam\bin\SteamService.exe" /repair
or
"C:\Program Files\Steam\bin\SteamService.exe" /repair
Glad to hear you got it sorted, this kind of thing can happen when you try new installs or when windows updates (♥♥♥♥♥♥♥ windows).
