60 Frames VSync or Higher Frames without VSync?
60HZ Monitor

GTX 1060 3GB.

Is the difference noticeable if VSync is on and holding 60 Frames, or if it is off and getting over 80 frames?

Depends on what monitor you have. If you have a 60hz monitor you won't see any difference above 60 fps

Vsync can cause input lag, not using Vsync can result in screen tearing.

If your monitor is 60Htz, it's never going to display more than 60fps, those extra 30 frames may as well be money you're burning, but that may be worth it to you if the input lag is an issue.

It's more of a personal choice than anything.

I prefer vsync off even on a 60hz monitor, I've found that with vsync on most games are laggy.

Higher frame rate means lower latency, regardless of your monitor's refresh rate. Vsync also adds more latency. So, in a perfect world, higher frame rate would be best. But, it isn't, if your refresh rate is low.

An alternative for you would be to use an alternative vertical synchronization, like Fast Sync, which is available through your Nvidia control panel 3D settings. Or you could even use a frame limiter, though this doesn't synchronize frames, so you may still get tearing.

I see frame tearing with vsync off. Despite maintaining 100+ fps on most games, I have a better expierance with vsync on
Asus 60hz display, 1ms response 24" 1080p

You see screen tearing without vsync, because that is exactly what happens when you have frames not synchronized.

The entire reason for vertical synchronization is to eliminate screen tearing.

Try Fast Sync, if you have an Nvidia GPU. Also try messing around with different frame limits. Experiment and find what suits you best.

Never use vsync if you care about your aim, it will introduce latency.

The question isn't quite right...
Vsync on (alone) is almost always wrong on a regular 60Hz screen.

If you're a competitive FPS gamer and you want/need (or think you need) every last millisecond of reaction time, then disable VSync for that specific game.

For all other games, enable Vsync, use the "Fast" Vsync option in nvidia control panel and then use nvidia Profile Inspector and set an FPS limit of slightly BELOW your refresh rate. About 55-58. That gives you the best of both worlds. No tearing and minimal input lag.
