I did a clean boot, disabled all startup processes etc.
When opening task manager - processes, the following (non windows) programmes are running in background.
Antimalware Service executable
Cortana
CTF loader
Driver support
ESET man GUI

google crash handler
google crash handler (32 bit)
google installer
host process for windows tasks
Spooler Subsystem app
Wmi Provider host
running at between 30-50% CPU 23% memory 4% disk 13% network.
Will try games shortly, hope the info is what you needed

Also, here's the MS page for instructions on doing a proper clean boot but scan first before bothering with that. Post if the malware scan found anything.

Also make sure your PC power managment however it is in windows 10 might be set lower.
None of those would make the cpu run at 30-50% with no active programs open. And none of it matters if he isn't posting that there's still a problem or he found it with a scan, or found something else, (which could help someone else).

Yeah, late at night I can be impatient, my bad. Completely understand how life can get in the way. The other thing that happens when I bang on my keyboard late at night is I can miss things. So taking another look at your background processes, I see Antimalware Service executable right at the top of the list. That is Windows Defender and is the most likely thing to be causing the high resource usage. Since you have eset antivirus on your pc, the easiest thing is to just disable windows defender. That should solve it. Just use a passive anti-malware scanner like the free version of Malwarebytes and ur good to go. You can get it here: https://www.malwarebytes.com/
